I want to improve the ride of my Heritage, my local HD dealer and my favorite custom shop have both recommended Legend shocks. What say the learned members of this forum? They're $1000 around here are they worth it?
I don't think any shocks are worth $1,000. But people with a lot more money than me have no problem spending that.
Before you buy new shocks adjust the preload on your current shocks for your weight or weight plus passenger. Harley ships bikes set up for a 185 lb rider.

I can’t provide any input on Legends but it’s been 10 years since I installed Progressive 422 RAPs.
My review from 10 years ago still holds true and if I had the need for shocks today I’d go the same way.
I did a follow-up review 8 months post install where-as I realized the non-RAP shock was also adjustable. Not sure how I missed that in the instructions.

Ive tried all the brand and the best in my opinion by far is ohlins. The quality and adjustability is what makes them shine. Theres a reason they have the reputation they do.
