Best Avenue ?
One scenario
1) HD sells the same SE stage 1 air kit but it has two different part numbers. One voids the warranty, the other does not. Obviously, there are better air kits but what can you do but the safe SE.
2) Buy the HD recalibration stage 1 kit
3) Buy the SE street legal muffler slip ons and have HD do the work. 81/2 franklins
2nd
1) By the safe SE Air EFI kit
2) Buy an after market tune kit
3) Buy after market slip ons and take them off (put the stock ones back on) when the bike goes in for service

Anyway, SE parts leave alot to be desired. Check out these guys: http://www.bcheads.com/new.htm They have one of the best AC's on the market that use the stock TC AC cover. Their custom K&N filter is reusable and features 800cfm of airflow compared to only 325cfm roughly from the SE counterpart. Its an easy bolt on. And its worth every penny.
As for slip on's, look at the cycleshack slip ons. They are half the price of the SE slip-ons, and btw cycleshack makes alot of exhaust parts FOR Screamin Eagle.
The AC kit and slip on mufflers can be installed by anybody. It takes about 10 minutes to install them, even for a first timer. As for a tuneup kit, is this a carb'd model? Or is this an injected bike?
With that being said, I purchased SE2 slipons, SE AC kit, and installed a power commander and It works great. I have no regrets whatsoever and my 06 Heritage Softail FI shows a noticible increase in spunk when i get on the throttle.......
The good thing about the PC USB is that If I ever decide to go with louder pipes or switch to a Ness or whatever..... I can do the map download myself and get my bike tuned where it should be. The ability to do your own remap saves you the cost of getting the HD remap everytime you perform a stage 1/2/3 change which at my dealer is pretty pricey.
There will be some out there that argue that the PC downloads are not as tuned in as they could be, and I do believe that is true, however the download I used works just fine for me.
Whatever you decide to do....just remember that you are riding a Harley, and that alone is cool.
