Default Help removing sissy bar please.

I have a 2007 Heritage Softail Classic. I want to remove the sissy bar and put a fender bib on. I cant remove the 4 long bolts that hold the bags. The manual shows a nut under fender on backside but its flush with fender, no nut. The long bolts will turn both ways but seem to tighten up. Thanks for the help.

I have an older Heritage and mine has the nuts. Check to see if it isnt an allen bolt. Just a suggestion.

I think it may be a round head torex. Very Hard to get to with the wheel on but I did on mine.
