It's a replacement of the "chrome lower sliders". They normally cost a couple of hundred bucks and really aren't that difficult to change out. Takes less time to replace the lower sliders than it does to remove everything to get to where you can replace them, like fender, brake caliper, tire, and probably a few other things on an FL front.

Well I do live in a cold climate......a very cold climate......but hopefully for not much longer. Hoping to get on the road next year and travel for a few years. Sure will get more use out of my bike !! But despite the weather I still did manage to put about 9,000 miles on her this past season !!
First of all - you usually just replace your lowers with chrome lowers, but youcan get chrome covers that go over your existing lowers - and they look like ***.
Second; Some standard search tips (work with most search function, Google, eBay, etc.)
1) If you search on;
Chrome Fork Lowers
You will get every page/thread/listing that has any of those three words - usually not very effective
2) If you search on;
"Chrome Fork Lowers"
You will get every page/thread/listing that include the phrase "Chrome Fork Lowers", but you will not get any of the pages that say something like "Fork lowers, chrome" or "You can order our custom fork lowers in chrome or black"
3) If you search on;
Chrome +Fork +Lowers
You will get every page/thread/listing that include all three words (even if they are not together). Some results will be highly accurate, some will not. For example, results would include a page in which something chrome is discussed (but not necessarily forks or lowers), forks are discussed (but not necessarily chrome or lowers) and in which lowers are discussed (which might be lower fairings or something)
4) You can also use AND, OR and - to refine your search
For example, search on;
"Chrome Fork Lowers" +Harley OR HD -Honda -Kawasaki -Suzuki -Yamaha
Will return all pages/threads/listings which include both the phrase "Chrome Fork Lowers" and either Harley or HD, but none which include Honda, Kawasaki, Suzuki, or Yamaha. Something like this is especially useful for refining eBay searches.
I did mine without needing an air wrench for the dampner bolts so I'd say air tools aren't necessarily a must. But, in typical Harley fashion, you'll need a metric allen wrench to remove the dampner bolts. If I remember correctly, it was 6mm but don't quote me on that.
Replacing is the way to go. Chrome really dresses up the front over the stock brushed finish. Kuryakyn also sells covers. Don't know how they might look but obviously cheaper than replacement.
I may have a pair of fresh chrome lowers that should fit a prior to 2006 softail, PM me if anyone's interested. Not sure of the part number. All I know is it does not fit my 07 deluxe they changed the axle size on the 07's. I ended up buying another pair that fit my bike. I will let them go for $125 plus shipping. That is what I paid for them.
