It should be possible to retrofit something to work. Here's what I did on my Night Train:
If the Rocker uses the same inner shift arm as other Softails with factory forwards, you can substitute Drag Specialties p/n DS530610 and use any available shift arm for the heel lever. I used one off an FLH so that I could move my foot around w/o hitting it, but shorter ones are available from the aftermarket.
BTW, that inner shift arm from DS is spec'd for 90-06 FLST only, but it fit the spline shaft on my '08 FXSTB just fine.

I suspect all Harley spline shafts are the same OD going back at least 20 years. What you need to determine is whether your inner shift arm is the same as a Night Train or Softail Custom. The inner shift arm is the piece that the forward end of the shift rod connects to, and has the spline shaft at the other end. The part number I supplied is identical to stock except it has a longer spline shaft (to allow bolting on the additional shift lever).
