Yep the plate is supported by two bolts, AS WELL, it has little insert extensions that protrude though the holes in the fender to keep a very small gap between the strut and the fender, (possibly to protect the paint??). You probably could not remove that plate if you wanted to if you only removed one bolt. I think I have pics. I'll go see, and if I do, I'll throw them in my photobucket and post here in about ten minutes..... JR
EDIT: okay, I found some pics. Look at the one photo where you can see the can of S100. Right above the white rag, you will see the 2 plates that we have mentioned on here. See the nipples sticking up? Those are what I'm talking about.... JR
My 2002 has the bolts held on by nuts behind the fender, but it looks like the bolts thread through the plates on your model. If you take one off at a time I think the plate should stay where it is.
Just put a rear crash bar on my Springer Classic and had to remove that same bolt to do it. Go ahead and remove it. When you put it back in you might have to reach up inside the fender and hold the bracket in against the fender to get the bolt started as the bracket will push in some (but won't come out). The bolt isn't very long so depending on what you are attaching to it you may need to go to the hardware store and get a longer bolt.
