I'm in the same boat, I'm short and ride a heritage. Yeah, tilting them back withh bring them a little closer. HD also offers pullback risers now that give you more pull back. (look on HDs site under accessorys for your model for more detail)
I'm also thinking about putting the Wild1 wo508 Road Kind bar on mine but I havent made my mind up yet. Those are the options I have found.
Pulling them toward you will get you 1.5" w/o much problem. That's probably about where I have mine. But I don't care for the look. Been researching new bars but first I have to get some for the wife. Not much she can do in increase the pb on hers.
I've been meaning to call Wild1 and get some clarification on exactly what the pb is on stock Heritage bars. MoCo lists it at only 5". Wild1 and others list it as 13" !!!. I don't see how they're getting 13" unless they're measuring them in a pull backed position.
So far the 504s or 508s seem like viable candidates. I'm really wanting to try them out for size before I buy them for either of our bikes. Don't mind spending the money but I want to make sure it's the right choice.
