Spend all the money you want but don't expect dramatic cooling results from anything you do to your bike. Get used to the heat.

+1 bike is hot when sitting. You can get marginal benifts from these suggestions, but going from 250 to 225 for example aint going to help the heat on your leg.
i put 330 ohm resistors in place of the 02 sensors 3 days after i bought it. it was too hot to ride. that cools it down to where you can touch the rocker cover and the heat shields.
i did this until i had the funds for a fuel management
Thanks for the input. Coming off an 05 Sporty it just felt a lot hotter then the sporty ever did and now I understand why. I just got finished reading the "XIED are the worth it?" thread and for a cheap upgrade they seem to do the trick. The AC and Exhaust upgrades were already planned I just need to wait until the budget will allow.

So some say. And some say otherwise. Suppose you'll have get them and decide for yourself.
Stage 1 upgrade will cool it down. I had the same issue with my 09 Heritage. While saving up for full stage 1, I installed the Kuryakyn heat shields. That solved the issue. Once I got Stage 1, I removed heat shields and have been ok.
Keep in mind, it's still hot ...just not getting 'actual burns' hot.
