1999 Heritage Softail - When the choke (enricher) is pulled out, should it pop back in? I have to hold mine out. I read somewhere that you adjust the friction with the plastic **** where the **** enters the frame, but somewhere else said it should be adjust so you have .04" play. ???
If you look closely behind the ****, you can see where to tighten it up. However, I like mine loose just the way yours is. I feel you should only choke to get it started, put your glasses and lid on, then close it fully. By that time loose it's almost closed anyway from the engine vibration. Use your throttle to keep the revs up and go when ready.

Thanks for the reply. I know where the tightener is. Just didn't know if you're supposed to adjust it to stay open or to .04" clearence (that was what Mikuni says -not sure if the HD is a Mikuni or not.)
I'm getting some carb farts even when it's warmed up.
Your 99 has a CV carb which is Keihin unless the bike was purchased used and someone before you put a Mikuni on. Most important thing is that it's fully closed for riding. The carb farts are probably something else like the A/F mix on the low speed circuit. Does the bike have pipes and if so did you put them on? How about custom or modified box and or air cleaner?

Chances are really slim that the choke is not seating properly. This is one of those things that's of course possible but you never hear of it happening. How often does the farting occur? Did you recently move? Is it very hot where you are right now. If it never did this before, what could have possibly changed on your bike or riding conditions?
