Harley Warranty records rely on the mileage of the bike... it's recorded whenever you have a repair made which is under warranty... It gives them a time table, so to speak along with dates the work was performed... I had an issue with Harley where the mechanic had entered the wrong mileage when work was performed so HD Warranty REALLY questioned which or whos bike they worked on... I will call them, my HD dealer, and ask them if they can perform this task...
The laws regarding odometer tampering are really damned severe. Many dealers probably don't want the liability. Having been on the OEM side of the automotive biz I can relate to a dealers reluctance to having anything even remotely to do with reseting an odometer for any reason.
Any dealer can send your speedometer back to York for recalibration. There's a form you have to fill out with the VIN and the mileage. It costs around $45, and takes about 10 days to get the speedometer back. There'll be a sticker somewhere on it that says "Reinstated Mileage".

They say when THEY order a speedometer their vendor will calibrate it to whatever miles... they HATE to have ones sent in that possibly weren't purchased from them even though you're willing to pay ...
