I have an 03' fatboy and would like to have a power plug (female cig lighter) mounted on my handlebar and wired so when the ignition is off so is the cig lighter. Any ideas or suggestions on an easy way to get this wired without having to remove the tank?

Not sure I like the idea of having it up on the handlebars, but its your bike so its up to you where you want to put it.
Off hand the only way I can think of to do that would be to wire something like a 30amp automotive 12V relay into an accessory line (if you can find one) or tap the running light circuit with about a 3amp fuse.
Wire the relay trigger into the circuit so it goes on with the ignition but wire the secondary or triggered circuit directly to the battery with another fuse of about 20 amp capacity. That way if something goes wrong either in the relay or whatever its feeding at the time it will blow one or both of the fuses without impairing the bikes operation.
You can and should also try to use search function and see what you can find that way. I know that there have been quite a few threads on the site and posts in the DIY threads at the top of both the Softail and Dyna sections covering that kind of thing.
If I were you I would not bother with the ignition on thing and just wire it directly to the battery through a 20amp fuse. That way its always on, but you can rewire a battery tender to use a cig lighter plug and it can serve double duty as a plug for the battery tender whenever the bike has to be parked for an extended period of time.
PS I forgot about the wires. You can easily run the wires under the tank to the battery. Just zip tie them up as far away from the cylinder heads as possible to reduce the chances of them getting fried from the heat.

thanks for the info..I think I will wire direct to the battery using battery tender connections...I'm purchasing a Kuryakyn Power Point with a handlebar mount and will be mounted hanging down from handlebar...for a gps and/or cell phone charger, all should be easily plugged in. I thought about having it mounted below the seat and towards the rear fender but then I'd have to be running wires towards the back for each accessory I'd want to power up..thanks again for your input....
