If you look under the risers, there are 4 rubber bushings, they are used to dampen the bar vibration, they also help under heavy acceleration and braking.

Quick question. What are bushings? What do they do for the bars?

Every bolt has a recommended torque range. Google will likely help you find a torque chart that goes by the size of the bolt.
I am a huge believer in proper torque. I haven't had loose bolt issues nor leakage problems for many years (knockin' on wood).

I put solid bushings in my EVO FXST, man those bars buzzed after that, hopefully the balanced TC motor reduces the buzz a lot. I swore off solids riser bushings, I think the PU are a good compromise.
