There's a wire hanging, with a capped off receptacle at the end, with a black screw attached.

Its behind the air cleaner cover.

It's for an active intake control not used in NA models. There is another unused plug beneath the trans for the active exhaust. It's tied off but it seems the factory never ties the intake one off.

my Arlen Ness backplate has a place to hold it. its called the "what is this for " connection

That looks like a battery tender pigtail. I have one of those, its definitely not that.

My god if it works don't fix it lol. ON my RK it's an aux plug in port it's in the manual i guess for heated stuff i don't own.

That use to plug into the factory air breather that was removed when you upgraded to the Stage 1 filter, now the plug is not used and is usually secured somewhere. I glued mine to the flat spot under the tank and between the cylinders behind the air cleaner backing plate.
