The rotors shouldn't need turned unless you waited too long to replace the pads that the rotor got scored.

You dont turn bike rotors. You should deglaze them though. Sand with 400-600 grit from inside to outside, back and forth, not in circular motion. And clean pistons, pad pins and lube with high temp grease.

As a general rule you do not need to turn ANY rotors Bike or Car just because the Pads are being replaced. As long as the Thickness, Run-Out and Parallelism are within specifications; deglazing (I've always used #80 Grit) is all that is required.

This site says (among other things); "The further the piston is away from the source of hydraulic pressure the more pressure it requires to move at the same rate as the pistons that are closer to the source"

This violates the very basic laws of Physics. I'd suggest that the author visit (or revisit) Pascals Laws. System frictional losses between the fluid and its container (hoses, lines, calipers, etc.) and the compressibility of Brake Fluid are so insignificant that for all practical purposes they do not exist within the context of a motor vehicle.

Here is another write up that should help. Just went through brake problems on my bike. Following the info on these sites fixed the problem.
