Default Fuel Leak

Ok, I am planning on getting a service manual ASAP, but I thought I would ask this and see if anyone might have some suggestions.
On my EFI 04 fatboy I have been having issues with gas leaking around the plate that mounts under the dash. When I first got the bike it was leaking around the top of the gasket, so I changed the gasket and didn't have any other problems until I had the tins painted. It leaked again towards the bottom, so I bought another gasket and it didn't seem to help. I am not sure if I overtightened the bolts because it seemed to really squash the gasket out and around the edges of the plate so I backed them off but it still leaked. I just replaced the gasket again when I put on the new flat black tins and it really seemed like the gasket was set good, but after a little more riding, it started leaking again. I'm really not wanting to ruin this paint or soak my crotch in fuel so if anyone has some suggestions I am all ears.
Does anyone have the torque specs on what these bolts are supposed to be tightened to or has anyone used silicone or any other type of gasket maker here?

You need to replace the screws each time you replace the gasket according to the manual. I'll torque for you when I locate my manual.

In the carport on top of the footlocker...

You need to replace the screws. Thats all there is to it.

Thank you guys...
I was wondering about the screws because a few of them had lost the little plastic that goes around them. It still seemed like the fuel wasn't leaking from the screw holes as much as it was leaking around the outside of the gasket, which still makes me wonder if it was a torque issue as well.

Ok, got the wife picking up a new gasket and 10 new screws today on her way home. Any luck with the torque specs? Also, is there a certain sequence mentioned in the manual for this?

Well so far so good.. I got 10 new sealing screws and a new gasket, got it all put on and tightened properly, went and filled the gas to the top, parked it in the garage all night and still dry as can be. I'm thinking my fuel leak is a thing of the past.
