To torque the rocker arm spherical bearings properly you need a appropriate rated torque wrench, and the manual says preferably a dial gauge or beam type one. I strongly suspect (but dont 'know') that this bit of maintenance directly influence how hard or soft the suspension is ... I know mine was locked rigid for the first 500 miles until it was adjusted properly ...
It one of those jobs I'm not going to do myself .... I'd wait til you got the manual.

If your bike has been at the dealer after the recall it should be done. They just replaced the bolt holding the fender/brake on the left with one that has a cotter pin to prevent it from backing out. You can go to the HD website and plug in your VIN number. It will show if there is an outstanding recall on yr bike.
Just check to see if the bolt has a cotter pin through it see picture. That's the only thing. If it doesn't you can still ride, just check to make sure the bolt hasn't backed out.
