Okay, I got the HD swirl and scratch treatment but it seems to make it worse. I have a buddy with a paint booth at his house, I could always have him sand and reclear the fender, but that's last resort.

you should be able to buff it as long as there are no deep scratches. Mine is the same way from the badlander seat.

I noticed the same thing, when I took my stock passenger seat off to install my battery tender. Two little spots about the size of a dime on either side right next to the backrest uprights. I rubbed them out with some Meguiar's liquid clay bar. Nothing was touching the paint except the factory seat covering material.
