Default 2008 FXSTC Struts...input needed

A buddy brought his new purchase over and i noticed that the struts had 4 bolts in them that appeared to be snapped off. Ive attached pics and the bolts are actually rivets. Does anyone else have these on their bike? Were they once for saddle bags?

That doesn't look normal to me. The bolts at the rear are missing. The one's up front look screwed up. I'd replace them. Looks like the rear signals were relocated. Could have had a quick release system for the sissy bar or maybe bags at one time.

The sissybar isn't quick release but the bolts are missing and looks like someone drilled holes in them and installed rivets to hold the sissybar on. Really need to fix that
