Default Stupid swing arm insert question

got my new swing arm chrome inserts for my heritage and was getting ready to install them but have a problem. I cleaned the recessed area good, and noticed there is a little plastic button or grommet that is in the recessed area. Do I need to remove that or just go over the top of it? If I go over the top I don't think that would allow the chrome insert to lay flat in the swing arm. Any idea what that plug is for?

It just plugs a threaded hole that's used as an alternate peg mount on other models. You can remove the plug.
