I just installed progressive 422's into my girlfriends 06 heritage classic and dropped it 2" so she can flat foot it on the ground. How imperitave is it to lower the front also? Progressive reccomends installing their fork lowering kit to level the bike but I'm concerned about her dragging the floorboards. Is it a safety issue or absolutely required to drop the front 2" also?

You will be surprised that you drag your pipes less after you lower the front .. (maybe your boards more).
As you level the bike the elements in the far back (like the tip of your rear muffler) will scratch less, but that also depends on which pipe you have.
Other than that, it is a matter of taste and ride quality is of second importance to most of us here (after all, if we want lower, we are all about looks ).
In all my years of riding I have never scarped unless I do it on purpose. I also never bottom out either. Every bike I have ever owned has been lowered too. All one has to do is to only ride as the road conditions allow you to ride.
I just finished lowering the back of my 2011 heritage 1.5 inches and was going to lower the front but it seems to have settled 1 inch or so just from lowering the back so I think I am going to leave it for now ride and handling seems fine and no dragging yet.
I can see where lowering the front will help keep you from scraping some long pipes, but I haven't lowered the front and I've noticed no difference in handling with just the back lowered.
hey brother, installed the 422's and droppped the bones two inches. Have not nor will not drop the front, no issues whatsoever. Goinfg on 5k in this configuration. Hope this helps!
