They do that so you either get your but to the dealer and ask, or call the dealer. It's all marketing which gives the dealer an opportunity to sell it to you.
Harley has to walk a fine line here, their dealers have some pretty sick markups on parts and accessories. I would bet the dealers asked Harley not to publish them to allow the dealerships to set their own prices.
They have priced themselves out of reach for most guys.
EDIT:
Hmmm, that's strange - I just looked and I have a copy of the official 2014 Parts and Accessories catalog right here, and it has all the prices just like always.
..or are you talking about a different catalog...?
If you have to ask, you can't afford it.LOL Actually the guys at my dealer will negotiate prices with me. Never be afraid to ask for a discount or lower price anywhere. Ask for veterans, retired military, senior or any other discount. Last week paid $80 for a part listed in the catalog fo $89
I just did a test download of the 2014 HD Parts & Accessories Catalog from the site jam436 provided and all of the prices are present.

On the top right, click on Download PDF next to the 2014 Parts & Accessories Catalog icon. It is large (158MB) but shouldn't take more than a few minutes. Save it onto your computer.
I have always defended the MoCo in the name of good marketing, making a profit when you can, and running the stock price up.. Issuing a catalog without prices is the height of arrogance to me. Doesn't make business sense to me on any level or for any reason.
Doing it so you'll have to go to the dealer doesn't wash cause folks won't go just to find out what something costs.
If your looking to mail order parts, NewCastleHD has the absolute BEST prices on genuine HD parts.
I've used them already on several occasions - and living near Pittsburgh helped me in ship times as well.
I got an H-D quick-detach windshield from them last year for $90 less then regular dealer MSRP - and it was on my porch in 48 hours.
