I have an 03 Fatboy,and the wheels were a mess when I got it. I used stuff from "Flitz" both etching cleaner,and regular aluminum cleaner.Spray on,hose off.
I spent a ton of hours cleaning and polising with that plus Mothers,and their polishing ball drill attachment,and micro-fiber cloths. Don't be in any hurry,and go to it. The more time the better results. Idea!! Buy beer,and invite friends Good Luck.
I've tried almost every product on the market looking for an easy way to keep the aluminum wheels on my Fatboy looking good. I have a shelf full of aluminum cleaners all of which work about the same and require tons of elbow grease. S100 makes a product called Polishing Soap. Great Stuff. Easy to use.
Here's a suggestion of a product I use. White Diamond is a liquid polish that blows away mothers and the wadded cloth polishes. In the past I used a product called Billet Speed Shine that I haven't been able to find in years. I swear this is the exact same stuff.
