The vacuum feature only works when the engine is running. I recommend a suitable can to contain the fuel, plus a large funnel, remove your tank from the bike and then carefully drain the tank via the filler cap.

Ya you have a vacuum petcock. I prefer to use a siphon. Quick and easy with no mess.
When I swapped out my tank I pulled it first, removed the fuel pump and drained it into a clean bucket. Was quick and easy and allowed me to completely drain the tank.

It sounds like the OP's bike is carbureted, meaning there's no fuel pump.
Disconnect the vacuum line from Carb end, keep it connected to petcock. With drain line in a suitable container, suck on the vacuum line until the fuel starts flowing, then pull it out of your mouth and cover it with your thumb. Might need to do it a couple of times. It will work, might be a little slow, but it will work. Just needs a little vacuum/suction to get the fuel moving.
