A harley dealer can sell you and configure the fobs. I would also make sure that no one has a fob for for bike, so make sure they disable the other fobs. There can only be two fobs active at anytime. ( in case you get only one)

I think i misread you post, are you saying you don't have an ignition module or that the bike didn't start and started flashing lights at you. You shoukd see "enter pin" on the speedo for a few seconds. Turn it on and press(not hold ) the left turn signal. This starts the pin entry.

If its the later. You would start it with the PIN.

If the previous own was a lazy idiot, the PIN is the last [X] digits of the VIN. (X=The amount of digits can be determined by the number of places/digits that the PIN uses).
disarming the alarm: (With the known pin)

Turn on the ignition, (do not shake the bike or turn the stearing or raise it off its stand) quickly hold down both turn signals until the Key Icon flashes at a high rate in the odemeter window (5 flashes).
enter first digit of your pin by pushing the left turn signal until the first digit shows in the odometer, once the correct digit is reached, press the right turn signal 1 time to store it.
enter second digit of your pin by pushing the left turn signal until the second digit shows in the odemeter, once the correct digit is reached, press the right turn signal 1 time to store it.
continue doing this until you have entered all 5 digits of your pin. once you have entered the 5th digit and stored it by hitting the right turn signal once, the key icon will stop flashing, you can now mount, start and ride your bike.
lifted from a site we cant post links to.

If the owner or shop changed the pin, you'll need to drag the bike to the dealer to have the bpin reset and fobs programming. They will probably do it free or change .5 hours labor. Takes 10 minutes or less.

You can download the owners manual from the H-D website, go to the Owners tab. That will better inform you on the rituals relating to the security system, plus other useful stuff, once you get running.

Oh yeah and the first thing you do is changing the default pin. The default is 31313. Try it, maybe you'll get lucky.

We've bought a bike from three different dealers in this state and each one had their own code in it. That way anyone that knew harley's default code couldn't start a bike.

The default code is usually changed at activation or initial dealer bike set up. The previous owner may have changed it a few times. Its really easy as long as you have the fob(s). On the newer BCM systems harley changes the proceedures to reset the pin/BCM few folks know it and its not floating around on the net.

You are, more than likely, going to have to take it to the dealer or an indy that has a digital technican or a "lifted" version of the DT...
been looking for a copy myself. Cant find one. Dont ask here.... pretty sure its forbidden to talk about and might upset the grumpy old men lurking around.
The dealer is not going to charge you more than 1/2 labor. Just get it over with.
