Don't the PCIII and others such as race tuner just come with NO settings. You eather have to know what you are doing, or pay for a tune up. I don;t know what some of these guys are doing when they just buy the PCIII at the cheapest price. No setting come with it. Unless you can find a map online

That said, I bought my PCIII from fuel moto pre programmed and it seems to be working so far.
I bought short shots off ebay for 280 with shipping, I also bought the fuel pack off ebay for 195 including shipping, and I bought the SE A/C from the harley shop for like 138. If you buy the short shots off ebay make sure you buy the one that says it's for the 07 because if you buy one that was originally for like the 06, you'll have to weld on the o2 sensors. If you buy the one for the 07 you get to skip that step. If you're interested I still have the links to them and I can send them to you, but my setup is fine. I yanked the spark plugs after I put about 400 miles on the new setup to make sure everything was fine and everything looked good so far so good with the fuel pack.
If you want to go "inexpensive" as possible then a PCIII may be the way to go. The PCIII website has a download for those pipes and A/C so you'd be set.
If, he was prepared to pay those rip-off prices then I'd say have him go with a ThunderMax Autotune system. It's a closed loop ECM with wide-band O2 sensors that auto-adjusts the map on its own. You can get this for a bit over $700 or so.
