Default Passenger footpegs problem

I'd like to install passenger foot pegs on my XL1200C, but I can't figure out how to do that.
There're threaded holes on both sides of the swing arm which I suppose are exactly for the foot pegs. But firstly, the hole on the left side has a broken bolt. And even if I fix it, I still can't find a foot peg kit for such type of mounting. Every kit I found requires at leat two holes. How do I mount it?

Check this parts list to see how a set of stock footpegs is fitted to your model and year. You don't tell us the model year of your bike, but I'm guessing you don't need a two-hole kit, which is for later models. Looks like your rear pipe may get in the way.

Sorry, I forgot that. It's 1999.
What do you think on that broken bolt? Can it be removed?

It should be possible to remove it. Be aware that there are cheap tools sold to 'easyout' (or similar names) such things, but they can often break and make the problem worst. If you've never done it before you could find a local indy, who will hopefully have decent tools and has done it before. I have not had a good record of getting broken screws out, by my local indy is an ace!

Check that link I gave above, which shows you what the stock passenger footpeg parts look like.

Today I've found a local motorcycle repair shop where they could fix it. Thank for advice!
Another problem is a pipe on right, which will not allow to mount a right peg.
So now I'm thinking on replacing the whole exhaust system, as far as this one seems too loud for me...
Do you know what is the compatibility of pipes between different model years of Sportster 1200C?

Hope the screw is soon out! As for an exhaust, your bike is a solid mount and AFAIK any system from around 1988 until 2003 should work, but hopefully someone else can confirm.
