that is an insert kit that replaces those cheap expansion kits most bar end mirrors come with. There are 2 split pieces that fit snugly around the screw. The pieces expand and tightens the bar end mirror on. It's the best solution I've seen in my years of using bar end mirrors.

they will work for the mirrors you have. Just be sure to order the one for 1" bar if your using stock HD bar
The problem with the original inserts that came with your mirrors is that you will not be able to exert enough force to expand the aluminum tube to the hold the mirrors on tightly. And once you expand it, it will not shrink.

I bought the exact same mirrors and had the same problem. Never could get them to tighten to fit my 2016 Roadster.
I ordered these off of ebay and they worked perfectly. I was even able to leave about a 1/16" on the throttle side so that it didn't bind up.
I think I paid about $20 for the set, but am not 100% sure unless I went and looked.
I will post some pics when I get home since I didn't ride to work today.
Hope this helps. If you have any questions I will be happy to try and answer them (if I can).
I think they shipped them same day and I got them a few days later
