My 883 get's 50mpg under almost all conditions. Jetting is 45/180 with SE pipes and airfilter. Not sure what's wrong with your bike. Maybe a math error figuring miles/kilometers and litres/gallons? Seems impossibly low mileage, especially for a 883. What do your spark plugs look like? Should be dead black burning that much fuel.

Put it to stock. Shift at a reasonable RPM and lift on yellow lights.
That above and mine will get 6-9 better MPG.
At 25, you are really nailing it or it's the jets. An air leak in intake may help...
Are you riding at high speed in lower gears? Super fast accelerations? Stop and go traffic only? Revving the hell out of your engine at stops? Fuel leaking? Really poor quality fuel? Combination of the previous comments? 8 liters per kilometer converts to 29.4 miles per gallon, I believe.
These things are gas hogs all of them try slowing down to normal riding first see were your at then you’ll have a good idea were you need to be. You will never get good mphs running hard try it at a normal shiffing range if you get to the 40 mph your close.

Is is just me, or what...I'm confused, after reading and re-reading OP's post. Are you getting 50mpg, or 25mpg (which is it)?
If it's 50 - you're right on target (50-55 is avg)...25 is horseshit and you'll need to do some more digging as to why. Any other mods on the bike, not previously noted?
No, it`s not a math problem, I have checked. Old spark plugs were blackheaded. I need about 8L/100 km. Thats way too much.
~30mpg is a little low. But remember, you're saving money burning regular grade fuel. I used to be a prisoner of mpg calculation, but one day 'I threw off the chains of reason, & my prison disappeared!' (NP)
