Ok only had my bike a few months so don't chew me up. Did some work on it tonite and noticed the rear turn signals do bot come on like the fronts do, when the key is on. They work fine on turn signal mode, and when the alarm sets.
Depending on where in the world and model of Sportster:
Depending on the market the front indicators are also running lights.
Depending on the rear light cluster the indicator maybe running light, stop light and indicator. For example a Superlow has a dedicated rear light for running and stop so indicators are just that.
Where is CA USA and model is 2007 XL1200L. My fronts are on all the time (whenever key is on) and are also blinkers. I never really looked but thought the rears were too. But last night I noticed the rears were not on, as running lights. All other lights work normally.
That is normal. To confirm pull one of the bulbs from the tail light and you will see one filament. If you check the front you will find two, one for turn signals and one for running lights
In the USA,
Rear of bike is not permitted to legally run lighted yellow running lights so the rear signals function only as turn signals if they have yellow lenses from factory.
If a device is used to modulate rear signal lights as running/turn/brake then kit would require rear lenses to be changed to red so that brakes would light as red and running lights would be red.
Front is different, you can run yellow running lights and can have dual function of yellow signal, yellow running light.
If you look at a car you will notice similar.

It is normal.
Similar to vehicles...rear turn signals are not on as running lights, but the front are.
Here are my rear running lights...my bags have a run/brake/turn module. Stock turn signals not on.
I even had an aftermarket integrated tail light with turn signals and it did not illuminate as running lights.
