If the Harley P&A catalog is any reference (since we’re talking about Harleys), a Stage I is intake, exhaust, and tune on page 408 of the 2020 P&A catalog.
If they thought they could sell more stuff in a Stage I upgrade I expect they would add suspension, brakes...

I have a Stage 1/2 Suspension, Stage 1 power, a Stage 2 seat and Stage 3 lighting upgrade. So far so good.
Will be doing a Stage 2.5 Peg upgrade shortly. Not sure where the 1/4 throttle upgrade comes in.
