Okay i will try to make this as detailed as possible
1997 1200C sportster
Some time ago my speedometer started acting up as in dropping to zero even though i was going 70mhp. The digital mileage display also would go blank. However, if i pulled in the clutch on started to coast it would re-engage and everything would work fine for a minute. Over time my turn signals stopped working and i started to get an error message on the digital mileage display. I did check and the whole time this was going on the battery was still receiving a charge.
Finally one day while ride everything lit up like a Christmas tree every light came on and very bright, then everything went dead. No headlight, taillight, and no spark. The only lights that current work are the speedometer back light (no mileage display) the N neutral light, and crazy thing is the high beam works and the dash light for the high beam.....
I replaced the voltage regulator and nothing. So i am at a loss....
Have you checked your fusebox for corrosion?? I don't know what year they went from circuit breakers (like my 1991) to a fusebox, but I've read of lots of corrosion issues with the earlier fusebox assembly.
It sounds more like a ground issue then the regulator. I would start at the battery and follow the ground wire to the frame. Make sure they are clean and tight. I would then check to make sure that the back of the fuse panel is both secured and clean.

I hav checked all the grounds, but it is like some "blew" every light came on and then nothing, well almost nothing, but no spark
