Just been given an 1982 model but have been unable to start.
Changed battery spark plugs
and have charge and spark out nothing checked all relays and fuses an there fine carb is receiving fuel.
check compression on cylinders
front is 125psi
rear is 70psi
what would that mean would that effect the starting
Probably not. It should at least try to start/run poorly. The rear cylinder @70 psi is an issue. Possibly some rust in there. After 24 years it would be wise to go through the top end and see what it looks like. Have the heads rebuilt, cylinders honed, new rings, new lifters. That wouldn't be too expensive.

would checking the points and pushrods have any bearing on wether it would start or are they just a fine tuning thing when the bike is running
My next step was to strip and clean carb although I did squirt easy start through carb but still nothing.
if I have to do top end is it worth doing any mods for performance
After sitting that long and considering the low compression on the rear cylinder, you should rebuild the top end. And if you're planning to do any mods, now would be a good time to start since you'll have the top end apart anyway.
