Looks like oil from the crankcase vent system is leaking out of the air filter. Got a bit of that on THE MAMA's Nightster, but has only happened when I hammered the engine at about 95+mph for a good while. Haven't taken it off to try and clean it yet, but figure it will be a problem because of the textured finish.
spray it down with carb and brake cleaner for awhile, let air dry, and repaint, you could do it at night and put it on the next day before riding. cost to pay for wanting painted parts.
but then again that much oil is not normal, obviously there is a problem with the breather, but i would focus on getting that fixed than worry about the paint, ya know?, paint can be touched up, a bad oil pump or breather system is harder to fix

When I'm detailing bikes, I use S100 engine bright. It won't burn off and darkens the light spots caused by water and wax. It's very easy to use and won't harm any other finishes.
I don't think that is normal. I do think the only way to fix that will be paint though. And why do people like to talk so much smack on here. If some one asks a question its because they don't know the answer. Why do people come on here and act like some ones question is stupid. If everyone knew everything then there would be no use for this forum. It would make it kind of boreing don't you think. Just my two cents .And of coarse the people that get offended by this are the people I am refering to.

Beware of S100 on Nightster finish, Harley has a Tech Tip waring about S100 on Nightster finish. Just an FYI.

I thought it might be a bit of oil but that does jazz up with the rest of the spots on gray of the engine case. This is just a picture of the air cleaner, the rest of the engine has similar spots. I've even gone as far as testing the water in my town and it came back as being hard water but within reasonable tolerances.
I'm a total loss. And spray painting just does sit right with me.
