Got the same thing on my Sportster. I would love to know how to remove it myself. Was told by Harley to put chrome frount forks on it. Almost passed out when I heard the price. Chrome fork covers are an option for half the price.

That's just a clear coat that helps keeps the sliders looking nice until it gets scratched up from road junk.

You can always sand them down and polish them up.

Looks like corrosion to me. Chrome covers are the easiest and cheapest fix. Sanding and polishing then respray with clear is more work than it's worth to me. I'd paint the forks to match the tins.

That's corrosion under the clear coat, you must have small chips or porosity in the clear coat letting moist in. You have to remove the clear coat and repolish the legs. Good luke, glad I've not had that problem, yet.

That is the clear coat going away. Have done several. Start by wet sanding with 400 paper. Then 4" cotton polish wheel on die grinder. Carefull of the speed of the die grinder, they normally are too high RPM. The best results are to remove the legs and then polish. After they are polished maintenance is easy with never dull, or polish of your choice. Hope this helps.
