I have a little bit of the same looking stuff on my '09 Nightster. It feels like hard plastic. Like hardening gasket sealer. I'm wondering if it's used in assembly. I haven't addressed the stuff on mine, but I was thinking it could be "chipped" off. With a small flat screw driver.
I think this process may work if the bike was cold, and if the blemish hasn't been messed with yet.
