I thought my starter clutch went out last week on my 06" XLC, because it would just click and not turn the engine over. This is my second starter clutch. Mind you I got the Stator, Regulator, Battery replace 5 months prior.
This time around, on the advice of this forum - I went with the All ***** Starter - it took me 8 hours of labor, but I managed to do it. We'll when I tried to fire her up - it was the same thing - I'd hear it click, click, but won't turn the engine over. I attached a battery tender and the battery say's it's charged.
If it were a car, I'd say check the relay or solenoid, or that you have a bad tooth in the flywheel, or that the engine is seized. I don't know enough about the starters on HDs to say if one of those is the issue, but that's where I'd start...
Since youre dealing with the same problem with the old starter and the new one, have you ruled out point #2 and #3 from tekdiver's post? If you havent, START THERE!
Neither the Battery Tender or the voltmeter will tell you whether or not the battery has enough cranking amps to handle the starter load. I'd get the battery load tested if you haven't done so, but check the battery cable connections and starter relay first as mentioned above.
All the connections to and from the battery to the starter seem fine. Really, you guys think the battery might be bad. Geez, it was installed 6 months ago.
I was even thinking about change the spark plugs - i check them and one seems to be a tad bit carbon fowled. Wow! Battery - I'll have to get that tested.

Spark plugs aren't going to keep the starter from turning the motor over..
