I gutted my '00 sportser 883 just last fall to have the tins painted and new blinkers/tail light installed. Now that I have everything and installed I turn the key (with out starting it). I don't remember if the blinkers flash or not but now they just stay on (not flashing) depending which blinker button you push. I have yet to start it due to still being in the basement and still need gas and oil. If there suppose to blink with the key on what would be the issue? Flasher bad?
My '00 blinkers don't flash unless I hit the blinker button with the key in any position. Do you have the security system? I think the blinkers will flash a couple times if you have the security system enabled, & act normal if system is not engaged.

Nope no security system. with the key on the blinkers will turn on\off when you press the blinker buttoom on off. But they will not flash if you where to hit the button to turn them on like you would to turn the corner. They worked fine befor I stripped the bike down. Im thinkn fuse or maybe a flasher.....?
Since you put new signals on, my guess would be wiring. Make sure everything is hooked up to the new ones. A switched wire would make them not control like they are supposed to.

Good point. Having to undo the rear blinker wiring to get the rear fender off, maybe the wires were switched being put back together.
Yep, I gotta agree with Scuba and NC. You might have switched some wires. Stock '00 wires are three wire fronts and two wire rears, with fronts being black, blue and purple, and the rear signals being only black and purple, (if I remember correctly when I hooked up my new bullet signals).
If your new turn signals are LED you don't have enough resistance to operate the flasher. You need load equalizers. You can get them at Auto Zone or just about any walk in parts store. If they're not LED I would guess wiring. It sounds like a simple problem though.
