Ok I may or may not be reading this right..... So new clamp and risers.... the bolt bottoms out before tightening down the clamp to secure the handle bars? Is that what you mean? If so get a shorter bolt. Happened to me when I went from stock risers which the hole went all the way through the risers to a new set of 4.5's I think. New set didn't have hole through it. Shorter screw fixed it. Bring stock screw with ya to get right type thread which I think is fine.
You could try a thread chaser to clean up the one hole. It's like a tap with a flat bottom that doesn't cut as deep as a tap. You gotta be a little careful getting it started. I use a set of chasers all the time for powder coated parts, chromed parts and parts I want clean of Loctite for proper torque when re-installing.
Like was said if the new risers do not have holes or the screws to go all the way through then the stock screws will be too long. Just get short screws and it should be ok.
Sorry I don't remember. Went to homedepot, they have a board with screw holes ya take the screw ya need and find the right hole. I guessamated on length then went through the screw draws and whala.
