Default Lacing a new front wheel

I'm interested in swapping my front hub, currently mounted in the oem 19" rim, into a 16" rim so I can run a wider tire (sans fender) up front (130/90/16). I've laced many bicycle rims, so I know the general run of things, and have the manual which affirmed my bicycle experience is similar, but I have a few questions and thought I'd ask here:

1. How do I distinguish between a standard center dropped rim and a deep drop?
2. Torque specs for the spokes, how are those measured? Special tool similar to bicycle spoke tensioning reader?
3. I'm assuming my hub is aluminum (2009 Nightster) and want to verify that is correct.
4. A good source of spokes and nipples? Dennis Kirk?
5. The manual suggests a length of spoke, has anyone ever confirmed this length?

While I will probably tackle this I intend to have a shop verify my work. A bicycle is a far cry from barreling down the road at high speed.
