Default Questions from a new guy

I wasn't sure where to post this, I apologize if I'm in the wrong forum. Just some questions I have been trying to answer and hopefully someone else will benefit from the answers as well.

- Exhaust:
When making custom exhausts do you need to be aware of the fumes from a legal standpoint?
To clarify; Do stock harleys have a filter that makes it street legal and what do people generally do when putting on custom pipes? I live in Sweden and we have strict environmental laws. Is there a tax and if so how much extra are you paying in America?
Also, is it very hard to make pipes yourself or should you go to a workshop?

- Rear fender:
How much spray do you get when it's raining with a fender like the one in the picture below? Do you still get very dirty if it's only the ground that's wet after raining? I like the look of short/tiny fenders but I don't live in a place like California and we get quite a bit of rain Would be cool if there was a chart to show how wet/dirty you get depending on the size of your fender.

- I think the 48 tires are very nice but if I wanted to do a tyre conversion, to a fatter front tyre like the Rough Crafts Iron Guerilla(pic) is there a lot of work to be done with the front? Does it need to be widened to make space for the tyre in a lot of cases or should that be very much avoided? What are some general guidelines?

- Why is there no forum here for clothing? I obviously need to get some protective gear and it seems a forum for discussing that is missing. Anyone else agree?

With the exhaust, it would depend on where you are from. I know Cali has emission requirements, but I dont know about Sweden.

With a fender like that, the entire back of your shirt will have a stripe on it if you ride in the rain and the guy behind you will have a stripe up his front.

How about if it's dry outside, do/the guy behind you get a lot of stone chips? Obviously it depends on the road but is that something to worry about?

Hi from the UK. While our North American cousins call them fenders, we call them mudguards. That says all you need to know! The purpose of them is to minimise water/mud/dirt for all concerned. You need to check local laws and regulations to see if a short fender like the one in your photo is legal. And ask yourself if you want to get wet, or spray your friends and neighbours....

I don't know of any exhausts that have filters. The only item that is similar is a catalytic converter that many modern vehicles have. While they are compulsory on new vehicles in many markets, not all markets insist on them staying on the vehicle throughout its life! Once again, check local regulations.
