Default Speedometer problem

As a forum newbie can anyone help with my speedo problem, my bike started life as a 98 xlh1200 was heavily customised before I got it. It has a genuine HD speedo, however it reads about 3 to 4 times faster than it should with the needle going round at least twice round the dial, the needle moves in relation to the movement of the bike. Any ideas sensor or speedo? Hopefully pic of speedometer attached.

I don't know a lot about hooking up speedos, but could it be somehow connected to a wire intended for a tachometer instead of the speedometer? Does the needle drop again when you shift gears?

Once the needle has gone rond the dial once it moves in relation to the physical speed of the bike but obviously the reading is all wrong, I don't want to shell out on a new speedo if its the sensor or visa versa. Just curious if anyone out there has had a similar fault.
