This page from the Colo DMV may be construed to re-titling the motorcycle. The first paragraph mentions reconstructed from salvage, other motor vehicles or Reproduction parts. Don't think so. At least I haven't heard of them checking. Was at a bike show and swap meet yesterday and the cops pushed out and confiscated an old trike. Numbers were ground off the engine cases. I can understand that. But it goes and shows you they are checking engines. I also talked to a guy at the show that built and sold bikes in his garage and had builder titles. He quit doing that after the last one. The State Patrol confiscated his TRANSMISSION because he had a serial number and he had not noted that on the paper work! He tried to fight it but lost. I heard that last year the cops started checking VIN's on the parking lot and hauled off 1/2 dozen bikes!
Dayumm! Colorado used to be one of the three free states and very biker friendly, WTF happened? The DOT stamp on mufflers was silly enough but this? We're all against thievin, and would probably hang the first iron horse thief we saw from whatever means there were. Just goes to show how diligent we have to be in every state and at every level about the big picture of bills that seem OK until they become law. Manadatory seat belt use had little resistance when it was a secondary offense, but now Primary enforcement has the majority up in arms and they can't do diddly about it. Just like 18 and under helmet mandates, most aren't against that concept, but eliminate the "18 and under language" in the next spending bill that needs to be signed on wednesday for paychecks to be issued on thursday and a long battle begins with just the blink of an eye. Ways and Means committees have that capability, and having more friends than foes in them means more than who the President is.
Finally! After 3 months the officer came to the house this morning and put my new VIN on the Fatboy. He was a super nice guy! Details on what I learned.
(1) The officer said this was a bunch of BS and has been fighting the DMV over this practice. Said you dont have to do it to autos and trucks when replacing a motor.
(2) The officer that did the original VIN checked screwed up. He was suppose to check a box on the form for "other" he checked "reconstruction". And added to the bottom new VIN needed. NOT SO! All that had to be done was check the new motor numbers and noted that was in this frame. All the DMV had to do was make a new title showing that there was an addition number (the motor number) The officer today said the other one had been told this several times.
(3) All the rumors of impounded motorcycles I have heard are just rumors. NONE were taken from the bike show last year, he was there.
(4) He told me all I had to do was take the paper work to DMV and I would receive a new title. DMV would not give me a title! They said it would be mailed to me! Took all my paper work AGAIN! I did get the new registration and updated stickers for my plate. Called the officer and he said most DMV print the new title right there but he new some didn't but unnecessarly sent the paper work back, but he said I would be OK.
(5) Got home from the DMV and opened my envelope for my updated stickers for the plate. I had no TWO for Febuary only a 10 for 2010! My plate has a 10 for October when I originaly had it licensed. Didnt think a 10/10 would work on my plate since that was 8 months away! Called DMV. They screwed up. Had to go back and get my 2 for Febuary!
(6) Called insurance company and told them of my number change. Since it was a state issued VIN all I could have is liability insurance! After some conversation with the agent I told them both VINs were still on the bike. He left my full coverage on and put both VINs on the policy. RELIEF!
Well, that is about it. Suppose to receive my new title in 3-4 weeks. If that dosnt come I am going to have a **** fit!
