When I took the MSF in 2000, we were taught to use the rear brake and to know how to lock it up controlled. Why do you say the rear should not be used?
In a turn, it is far better to lock the rear wheel than the front. Too much front brake in a turn gets ugly quick.
Actually, quite the opposite, locking the rear in a corner can lead to a nasty high side, locking the front will lead to a low side and I'll take that any day.
The proper way to brake hard in a corner is not to.

Yeah, kind of a silly drill but they didn't teach that to you while turning, did they? Only straight yup.
And I took the same msf course on my own cruiser that had linked brakes. Told them the rear will not lock.....I aced the drill.

I did take the MSF course before I got my first bike. They had us practice braking hard without looking up the wheels. The only thing about locking them up that we were taught is to let off the brake if the front locks up and to let it slide if the rear locks up. They said keeping the rear wheel locked will prevent a highside. Unfortunately straightening up the bike before I braked would have run me into a curb before I had much chance to slow down, although in the moment I think I would have just done the same thing had the curb not been there.
