.............. when troubleshooting it is more convenient to swap parts but rarely cheaper IMO. Why not get a new starter while you're at it? ha!

When jump starting any vehicle ground to the chassis on the vehicle you are trying to jump. If you connect across the terminals on a battery with a bad cell it will drag the vehicle your using to jump start with electrical system down. I may be speaking out of school but I believe a modern Harley's electrical system is a little more robust and can handle a jump start. I've jumped several bikes, no issues. Try a battery first. Troubleshoot from there.

new battery fully charged, bike started, think the starter is dragging a bit but none the less bike started just like it should doesn't appear to be any adverse effects at this point now I can concentrate on the cosmetic repairs

Good deal.. Put a tender on the battery.. Probably not fully charged. That would explain the illusion of the starter dragging. Enjoy the restoration of the cosmetic side.
