I just got finished installing a Garmin Quest 2 (same as HD Conquest) on my '05 FLHTCUI using HD's handlebar mount. After reading the install directions and gulping when it said "refer to your manual for fuel tank removal" I figured there must be an easier way. After searching here I came across the idea of another member using the 2 unused wires attached to the headlight plug. I think these are the wires you are referring to.
I crimped and spliced using a "blue blade" and it worked perfectly. I got power and didn't have to do all the unnecessary wiring. BTW if you look at the wiring manual in the service manual the wires you are referring to are for HDI (International versions) only so are hot and ready to go.
