Personally, I don't care if you use a windshield or not or how high it is. But I know from personal experience that as the writer of the linked article writes, in heavy rain it's much less difficult for me to see over the top than through.
I have a different problem regarding windshield height...my windshield is possessed by demons.
When I leave on a ride in the morning, I look over the top by a good 4". However, as the day progresses, my windshield somehow starts to grow, and by the end of the long ride, I'm now looking through it, a good inch or two below the top edge.

I've only been riding for a little over 50 years the last 39 have been spent looking thru my windshield w/o any problems or bug/rocks/rain hits. I had no idea I've been doing it wrong all this time....

Been riding on the street every yr for the past 44+yrs and got tired of eating pebbles - rocks / bee's-hard shell beatles & bugs in general / Rain and even a bird here & there which is why i went to windscreens i looked thru which took care of all those issues that lower windscreens below forehead / eye lvl don't always block.
But during riding season I do take the time (less then 5 mins) to clean and wax the windscreen as needed which is why i dont have any problems looking thru it dry or in rain that fly's/runs off it due to being clean & waxed.
When bike is in off season i take 15-20mins to use proper compound for windscreens to buff and then polish most small scratches and dings out of it for the up coming season.

+1. After every ride, I always clean the windshield with a warm moist microfiber cloth, then use Plexus plastic polish to make it look like new. Bugs, etc. easily come off. This procedure has been working great for me for 20 years now since I started riding full touring bikes with windshields.
