Tell you the truth I can't think of what would make the shifter not return in ONLY the 2-3 shift. Agreed, I've had that experience! A possibility is simply that the OP isn't treading or lifting the lever fully and, by coincidence, that is the only change he currently has problems with.

Did you have the tech monkeys take the bike out on the road for a road test so they could make note of any irregularities? If not, they are just whizzing in the wind and both of you are wasting your time.
