My wife has been in sales for over 35 years, what this hints to us is, sales are ether slowing down or HD has a lot of inventory sit out there that has to move to make numbers. Take advantage of it if your in the market! If not let it go, seems to me that there are a lot of used bikes out there and the market is soft!
I have an indy mechanic that does great work for a lot less than the dealer and pays his mechanics better as well. The other day I went into a local dealer and was looking at a shirt, price was 85 dollars. The kicker was it was made in China. If it had been made in the U.S. or Canada I may have bought it even though the price is probably twice what it should have been as I want to support our economy and Harley as well. Been riding and buying Harleys since 1974 but something has gone wrong.

The price wouldn't have been double, the profit margin would be smaller for the greedy bastards. But hey it used to be a great country. How's the global economy working for the little guy?
We have finally reached the tipping point where a lot of Americans don't have the jobs or money to participate anymore.
Definitely a buyers market!

She's correct. Sales have slowed and many dealers are sitting on lots of new 2015 inventory. Harley reported sales of new bikes are down 1.4% worldwide in the third quarter and 2.5% in the United States. Profits fell too and were below forecasts. Harley cut its full-year shipment outlook. They also laid off an unspecified number of workers.
By offering free maintenance service, Harley is following suit with other manufacturers who offer purchase incentives. Harley's next move will likely be financing incentives.

To my understanding they had financing incentives a month or better before the 16's where released. I saw .99% financing last summer, maybe they do that every year.
The low interest rates have been around for awhile. The feds have started raising rates, but the dealers may keep them low as a incentive. Personally I would love a 5 year warranty. I will be buying new again after this season.

Pretty certain they don't offer it every year or even close to it. Glad I got the .99% financing last summer on my '15. The dealer seemed confused when I didn't want to put any money down on .99% interest.
