As much as a good tune and a good 2/1 exhaust will help you, it's still not gonna fix the laziness on the top end. A pulley change (gears) is gonna be the cure, as well as a good tune.
The problem really isn't with your exhaust or air cleaner. It's the gearing on the 08's that make them a dog on the top end. On the 08 I had, I never went into 6th till above 75mph.
Same deal with the 07 I had. Took me a little while to get used to my 12.
Your bike will happily run to around 5,000rpm in every gear, so there is no reason why you shouldn't slip down a gear when your 103 pal is about to pass, then you can keep up! Just don't tell him.....
Changing your overall gearing will certainly help, as will tuning the engine to boost torque, but a slick downward shift costs nothing!
07 & 08 touring Bikes have a 66 tooth rear sprocket, back when those Bike were new a lot of guy
were changing to an 07 Sportster sprocket with 68 teeth. H-D part #40350-07 is a straight bolt
on, 40518-07 if you have the isolator cushion drive setup from the Japan models.
The 40518-08 should still be available, then swap out the bearing for the correct one. This would be the 68 IDS , so you'd need the bowl and the iso rubbers as well plus the hardware to bolt the bowl to the wheel. I think it should work. I put this on my 08 with just a bearing swap. Oh and btw the Fatcat is a great idea as is getting it dynoed afterwards.

With the 255 cams you can get by with the stock gearing but going to the 68t rear pulley should be on your list of to do items. It makes a nice difference and you do not need to change belts. You may be able to find a 68t rear pulley non-ids for your bike thru a wheel guy like Hog Pro, a forum sponsor.
