Not normal...On those "Enforcers" you either need new Spring Washers, washers period (because you have none), or to tighten the rotor bolts

You shouldn't expect any damage...what you had there was a "FULL Floater"
I'm going through the same thing, this is on another thread, but you are the first person I've seen with the same type problem. I put a new set of 2017 impellers from 17 ultra limited onto my 2010 Ultra ltd. The left side did the same thing, rode it from Indiana all the way to Daytona. They completely replaced the rotor, including bolts, and wave washers. When I got back to Tennessee a few days later, it was loose, not as loose, but was told it should not be loose. Pigeon Forge HD assessed it, and told there were no wave washers installed - are ya kidding me? They got me back on the road, this was October 17, it is back in the shop in Indy, with the same loose rotor, once again not as bad as before Daytona, but when the tech removed 1 rotor bolt, the wave washer came out in pieces. So I feel your pain. Get it checked, if you have not done so already. If you get it fixed please let me know what to do. Safe Travels! Looks like I'm little late with this reply.

I'm dealing with same issue on 2014 Street Glide. Stock wheels were exchanged for chrome before I purchased bike. Bike has 800 miles when this issue started on LH front rotor (RH is good and tight). New rotor and hardware was installed on LH hand side. Rode to Daytona and all washers broken and gone and loose rotor when I returned home. What was your final fix?

I went Southside Harley in Indianapolis. After I dropped it off service called and said they took one bolt off and the washer was in pieces. They replaced the whole rotor, bolt and washer assembly. They advised me that the previous time it was supposedly fixed that the washers were replaced (Pigeon Forge) but that they used the old bolts. They said new bolts have to installed. Apparently Daytona didnt out washers on, because PF said the washers were not there at all, but when they fixed they used the same old bolts. Anyway no problem since Southside HD did the work. They have my confidence.

I installed new hardware and wave washers twice already. Both times they broke apart and they are all missing now. I talked with my technician we are going to pull the wheel and do some measurements to see if there is some kind of alignment issues or to much chrome and one of the lands that disc bolts too. Very frustrating to say the least. I'll keep you posted and keep an eye on the disc to see if washer stay put. Ride safe and ride free.
I had floating rotors on my last bike (totaled this summer). The breaking was very smooth down to dead stop. My new bike 03 Electra does not have them and the braking is very uneven not smooth. I really don't like the feel of them. Would changing over to floating help this???
